Policy and Institutional Analysis
The project worked with stakeholders in the dairy sub-sector to
contribute to the policy debate and provide information and
analysis to support the policymaking process. ...more

Characterization and Diagnosis
Household and market level surveys were carried out to characterize
the dairy sub-sector in Kenya. The data collected were used to
identify constraints, test hypotheses and develop
recommendations with partners. Conventional analyses were
conducted with spatial analysis. Kiambu,
Central
and Western districts were covered by surveys.

Validation and Dissemination
The project worked together with farmers and
small-scale market agents to test, adapt and validate
technologies in the field. The project also disseminated extension materials to extension staff and farmers.
SDP consulted with traders and dairy experts to establish specifications for the
"ideal" milk container that met the traders' needs .
Extension and training materials on fodder preparation and milk preservation
were developed in English,
Kikuyu
and Swahili.

Project
objectives
Between 1997 and 2005, the Smallholder Dairy Project (SDP) carried out research and
development activities to support sustainable improvements to
the livelihoods of poor Kenyans through their participation in
the dairy sub-sector. SDP was jointly implemented by the
Ministry of Livestock
and Fisheries Development, the Kenya Agricultural Research Institute (KARI)
and the International Livestock Research Institute (ILRI)...more

SDP's influence on pro-poor policy reform
Though SDP ended in March 2005, it has had a positive influence on legislative change and pro-poor policy reform in Kenya. In April 2006, the Minister for Livestock Development presented the new Dairy Development Policy to stakeholders. This marked the final consultative step before the new policy and accompanying Dairy Industry Bill are presented to Parliament. The new dairy policy openly acknowledges the role of informal milk markets in the development of the sector and will help to legitimize small-scale milk traders, subject to them being trained and certified in milk hygiene.
Process and Partnership for Pro-Poor Policy Change Project
This project-carried out by the International Livestock Research Institute (ILRI) and the Overseas Development Institute (ODI)-involved, among other activities, a case study on SDP and the processes that led to dairy policy reform and increased support for the informal milk sector.
